The blue Windows 10 wallpaper is nice to look at, but it's more fun to choose the background you want on your laptop. After all, you're going to be the one staring at the screen all day and don't want to be peering at a dark blue logo for hours on end. You should also look into changing your icon size, as well as saving the beautiful Windows 10 lock screen images so you have more wallpaper options. For more granular customization, try enabling Dark Mode or Light Mode on Windows 10 and consider changing to these beautiful themes.
With that said, here's how to change your desktop background in Windows 10.

How to change your desktop background in Windows 10
1. Click on the Windows icon in the lower left of your screen next to the search bar.

3. Click on Personalization, which is fourth from the bottom on the list.
4. Click on Background. The background page will come up which allows you to preview your background picture and lets you choose from several photos or your own photos for your desktop background.
5. Click on the box underneath Background to choose between a picture, solid color, or slideshow for your background.
6. Underneath Choose your picture, click on one of the options or click Browse to choose one from your computer. Click on whatever photo you want and it will appear as your desktop background.
7. If you don't like the layout of the photo, you can click on the box underneath. Under Choose a fit, pick between fill, fit, stretch, tile, or center options for your background.
8. Once you've made your selections, your Windows 10 background will change automatically, no manual submitting required.
Customizing the visuals of your PC is the one thing that every Windows user tries to do. But not many options are available or provided by Windows under Settings. Windows 10 ruled out many color based customizations earlier available. But still those settings are available but that requires some changes in the registry. Well, Classic Color Panel can do that for you. The program lets you change various system colors by making changes to the registry. Not only the program provides a UI for the entire process, it makes it easier to change colors this way rather than making registry changes yourself.
On the first startup, the program will notify you to back-up your current settings, in case something goes wrong. You can backup now or later using the Export feature available. Once the program is up and running, you can start changing the colors. Various system elements along with their current color are displayed. Also, you can click the ‘>>>’ menu option to unlock more settings.

One can simply click the setting that needs to be changed and a new standard color dialog box will pop up. You might be very familiar with this dialog as it has been vividly used in other programs as well. Now enter the RGB values for your desired color or choose one available from the pre-sets.
Once you are done changing the colors, all you need to do is hit the ‘Apply’ button. The program would prompt you for a restart or simply a Log-Off for changes to take effect. You can even export your set of settings and share it with someone else in a REG format. The other person can apply the same settings my simply merging the “.reg” file with the registry.

System Font Size Changer for Windows 10
Windows 10 Creators Update changed a few things, one of them was the font and related settings. With the new update, you cannot adjust some display settings like the font-size, bold and etc. But again, these settings were available in the registry. System Font Size Changer lets you adjust font-size for various system elements by making changing to the registry.

Similar to Classic Color Panel, the program will prompt you for backing up your current settings while you run it for the first time. And once it is done, you can see all the available settings and their current values. System Font Size Changer can change font size for these elements:
A 20-level slider is available that lets you adjust relative font-size. The default setting is 0 and you can go up to 20th level for biggest available font size. Once you are done, adjust the size and apply the settings. The program may prompt for a restart or a Log-Off.
A similar exporting feature is also available and you can export entire settings as a “.reg” file and share it with someone.
Both the tools work amazingly fine and get the job done. You don’t need to make registry changes yourself and the programs can even backup the original settings in case anything goes wrong. The UI is easy and simple and a familiar one.

I have a black taskbar and all the text on it is white. This is what I want.However, after the latest Windows 10 Anniversary Update, the text of the clock has turned black. Black on black is hard to see, and I would like to fix this.
All other text, e.g. my keyboard layout is still written in white - which is OK. Just the clock text is the problem.
I searched in few places - in the settings of the clock and in the personalization page, but I could not find anything related. Any ideas?

You need to reset your theme to one of the windows defaults. You can then add your own background etc and save it as a custom theme.Theme settings are found in Settings - Personalization - Themes.

I had exactly the same issue, with no luck
In the end i went to C:WindowsResourcesThemes and selected theme1.theme, This did change the colour scheme and background but my clock went back to being white
I then just changed the colours and background to what i wanted
i really hope this helps
