1) Install using Vista sp1 compatibility mode, or as suggested earlier, XP sp2/sp3 may be OK. 2) Shouldn't be necessary with the Steam version, but retail disk users need to patch the game.
I don't know if the Steam version would have fixed the main issues that the retail disk version of the game has, but -
I have only gone as far as 1.5, but they go to 1.7. Be sure to use the correct language version (there is a UK and US English version). Patch 1.6 & 1.7 mostly address issues with Mothership Zeta & Point Lookout expansion packs,

so they may be necessary with the GOTY edition.
3) The game has a problem with quad-core processors
- This is a major issue that will result in lock-ups if not fixed.
When I first upgraded to Win10 my FO3 .ini file was somehow reverted to default, which broke the fix below
and caused the game to lock-up when I first tested it on Win10 -
Open up the fallout.ini file in My DocumentsMy GamesFallout3 (make a copy first for backup)
Find the line: bUseThreadedAI=0
(Open the ini file with notepad - Click Edit - then find - copy this line and paste it into the find what box)
change it to: bUseThreadedAI=1 Add another line (tap Enter on keyboard) after it and insert: (copy and paste the next line) iNumHWThreads=2 This will limit the game to 2 cores and prevent the engine bug from causing the game to freeze. ------- For machines that still crash -------- Instead of iNumHWThreads=2, change it to iNumHWThreads=1

4) Download and install the Windows 7 Codec Pack - This will fix an issue with ffdshow codec.
( I have not looked for a Win10 codec pack, so if one has been released it may be better to use that version)

(the download page referrs to DX9.0c and previous, but it will install any 'missing' DX10 and 11 files as well -

So I've had something weird happen with Fallout 3 GOTY. Previously I've had problems with it crashing, but managed to fix that, then I started having FPS problems just recently, similar to ones I'd had on Team Fortress 2, but they went away in the latter after restarting the computer. However for Fallout 3 it began to simply not start.
I have the game on Steam, the computer is a Windows 7, HP Pavilion Elite HPE-141f. The problem I'm having is if I click the desktop shortcut or the link in Steam the initial opening window will appear, that is the little overlay with Play, Options, Data Files etc. If I click Play the window vanishes and that's it, nothing else happens. Everything stops. And to be clear it was working fine a couple months ago, and there've been no changes to the computer since. Not that I can remember anyways. And restarting the computer didn't help either. Any ideas?

Just downloaded and installed Fallout 3, GOTY Edition from Steam, and it says it can't get something 42 from xlive.dll. Google says that's Games for Windows Live which has been deprecated, but installed anyway.
There's a GfWL remover on the Fallout 3 Nexus site, but it won't run until Fallout 3 has been ran once and created its .ini, but Fallout 3 won't run until it can find GfWL. I believe I was able to remove GfWL from Fallout 3 in Windows 7, but I am not sure I am using the same tool to do so.
I tried running the latest version of the unofficial (fan) patch.
Fallout 3 Nexus says FOSE (FallOut Script Extender, required for many mods) bypasses GfWL as a matter of course, but it throws up the same error.
Compatibility mode for Windows XP (what Fallout 3 was designed for), running as administrator, nothing works.
Skyrim works just fine. Just did the opening and Helgen escape (training dungeon). Zero kills FTW. I'm a bit Skyrim'd (and Elder Scrolls'd) out, but it's still a damn fine bit of game.
Then I checked the Monitor settings on the hardware's menu (This is a TV monitor). Windows 10 screen cut off on tv. Also didn't fix the issue after a restart.3.
