Hello R/civ I'm here to describe quickly the process it takes to add multiplayer mods to your Civ Multiplayer experience.

First, the places I get my modpacks
Multiplayer Mod thread Kesler's JFD Civs Pack is the one we have tested, some UUs don't work, some UA's apply to all Civs, slightly buggy but mostly works! Lenin is my favorite.
Touhou Civ pack Not tested but I want to play this one so bad.
Second, download the modpack that you want to use. I've used Kesler's JFD as stated. You can find info on the civs it contains here.
EDIT: Kesler took down his mod. If anyone knows Kesler it'd be kinda nice to get that back until we have something we can use from JFD..Made a nice post and got some people excited and it got taken down a bit before this went up. That's the only working modpack I found on that page, maybe if you search around you can find others. The Touhou one is still there.
Thirdly, navigate to your Civ V Folder. The path should look something like this:
C:Program Files (x86)SteamsteamappscommonSid Meier's Civilization VAssetsDLC
Fourthly, extract the folder to this directory (Or wherever your Civ folder is stored, this is default win7 path I think)
For Kesler's pack, I had the best luck using Winzip to extract it. Winzip WILL tell you there are errors with Hitler but let you continue installing. Hitler does not work for some reason.
That's it! You will now be able to use this mod with people who have it installed as well.
You must have matching DLC packs, so I advise JFD's pack as it seems to work and contains a plethora of Civs to play with.
You can uninstall the mod any time by taking the mod out of your DLC folder and moving it to your desktop or elsewhere.

I recently was discussing how to implement a mod into multiplayer, and was surprised when somebody linked me to a site that provided a free program/service that allows its users to play 'Sid Meier's Civilization V' in MULTIPLAYER WITH MODIFICATIONS (NOTE: only mods compatible with the 'Brave New World' DLC are eligible for utilization). Both custom mods and mods available in the Steam Workshop (providing they're properly installed) are 100%, fully-supported with this client. Basically, how it works is it parses your installed mods in the directory they are located in and creates a list of currently supported mods. And whatever mods are eligible for multiplayer usage can be interchangeably activated and/or deactivated depending on which mods you want to play with. When you click the 'Star CiV button', all of the activated mods will copy their necessary start files to the required directory, while at the same time backing up your original core-files (meaning you can exit out of this client and retain FULL ACCESS to the regular game as if this client never was implemented in the first place), and finally Sid Meier's Civilization V will be executed via Steam. Just a few things to note that should be expected from using this tool:
-In order to utilize this program in multiplayer with fellow players, all of you must have this program and the desired mods downloaded, installed, and selected through the client. -In order to utilize a previously generated save (that was produced ONLY when this tool was utilized) all of the mods that you enabled when first generating the save MUST be enabled through the client for all players, and NO NEW MODS should/can be selected (the save will not work, otherwise!). -Not all mods are compatible with this tool and it is currently in its early stages of development. This means that glitches/bugs SHOULD BE expected and the client is NOT 100% stable -- use at YOUR OWN RISK!

Civ V Mods Multiplayer ModsWhy Would You Want to Cheat?It is very rare to find a game that really draws you in and gives you a great gaming experience that you’re still talking about the next day, but Civilization V is such a game. Like earlier versions in the series, the game puts you in charge of a tribe in 4000 BC, and charges you with the task of guiding the tribe to greatness, through the building of cities, managing resources, researching technologies and diplomacy. Civilization V offers an unparalleled gaming experience, one that you won’t find anywhere else. So why on earth are you looking for Civ V cheats? Well, perhaps you have been soundly beaten by choosing too high a difficulty level, or you want an instant fix to a problem you are facing. Perhaps your poor diplomatic skills are leading to worldwide nuclear war, or you’re just not “getting' the game. If you really must cheat at Civilization V, then the following methods are available; but be warned, they can seriously spoil your enjoyment of a superb game… Play at Easy LevelProbably the most obvious solution to any difficulty issues in Civilization V is to play at the easiest level. As well as keeping things simple in terms of trade and diplomacy (you won’t have to deal with any sudden betrayals from your friends, and if you do they won’t send much of an army after you) the lowest difficulty level, Settler, features various in-game tutorials and hints. The full list of levels is as follows:
Prince level is considered the “middle ground', a level playing field where both the player and the NPCs are on exactly the same page with no advantages; lower levels offer bonuses for happiness and maintenance costs and Barbarians are less bothersome. Note that in levels above Prince, the AI controlled civs get bonuses while you don’t, as well as additional starting units and techs. You may find through regular play that certain types of victory – such as the Cultural victory – are easier to achieve at some levels than others; however, if you do opt for a cheat mode, this building this level of experience will not be possible… Reveal the Map via the Config FileAnother way of cheating at Civilization V is to gain a massive advantage through the map. This cheat is like having an aerial map of the world listing iron and coal mines, gold deposits and uranium sites back in 4000 BC, and while it doesn’t involve any serious cheating it should still be considered a massive advantage! To use this cheat, you will need to edit the config file, found in C:Users[username]DocumentsMy GamesSid Meier's Civilization 5. Open config.ini in Notepad and look for the DebugPanel entry, which you can quickly find using CTRL+F and searching for the phrase. You should find it listed a few lines down the page, and you will need to update the entry from DebugPanel = 0 …to: DebugPanel = 1 Once you have done this and saved the config.ini file, launch Civilization V and with your current game loaded tap ` (tilde, found beneath the Esc key on most keyboards) then select Reveal All. By enabling the in-game debug console, you have unlocked several functions, including the ability to view the complete map! Use Your Own MapThanks to the Civilization V SDK, it is now possible to create and edit your own maps using the WorldBuilder tool. So how exactly will this help anyone trying get an unfair advantage in Civilization V? Whether you’re playing against the computer or online with other gamers, using a map that you have devised gives you the sort of advantage that you suspect the computer has. For instance, you can specify the start positions of rival tribes, and potentially give yourself access to more resources. You might also adjust things so that your opponents have a lower difficulty setting that you, but this will only have any effect in single player games. Ultimately, this isn’t a great way of cheating, but using the WorldBuilder tool and the Civilization V SDK is great fun, enabling you to engage in some easy modding. Our series on using the SDK and WorldBuilder map editor and scenario creation tool explains this in more detail. Using the Civilization V TrainerIf none of these options are suitable and you simply have to be completely in control of Civilization V, then you will need to use the trainer tool provided by a Hungarian Civ fan, available from his home page at szemelyesintegracio.hu/cheats/38-pc-game-cheats/101-civilization-5. Different versions are available for the Civilization V demo and various releases, as well as whether you are running the game in DirectX 9 or DirectX 11, and with the trainer downloaded to your PC all you need to do is run the civ5 trainer.exe file and then run the game. With the trainer running in the background you will then be able to take advantage of various cheats, such as pressing CTRL+1 to get 9999999 Gold, or ALT+1 for Instant building production. Some of the DLCs just give new civilizations. I realize there's a good chance the 'DLC' is already downloaded for everyone, it just needs to be activated by throwing more money at them.
So, if I buy a new civilization, but I'm playing with someone who hasn't bought that civilization yet, can I still use it?

All players are required to have the DLC according to this Steam forum discussion. I believe DLC wasn't usable at all for multiplayer until a patch early 2011; see this discussion.

Unfortunately, you cant use it. You can have it activated in the multiplayer game, but the moment that you try to use one of those civilizations, and someone else on your game doesn't have that DLC, the game won't be able to launch.
Like Sentry said, in the game setup, the host can choose which DLC are activated in a multiplayer game.
As another note, if you try to join a public game, there is a column that shows which expansion packs and DLC are active for that specific game, so there won't be any confusion later. Since private games, are invite-only, you don't get the luxury of seeing that before joining the game, so I suggest that you communicate with the other players before hand.

A DLC can only be used if all players own it.
But you can then simply deactivate that DLC for this game and still play together.

For non-hotseat multiplayer games, the host's DLC determines what all players can use, regardless of what the people the host invites own. I have personally verified this in my own games.
